NICOP - Understanding Current State and Future Trends in Global S&T Cooperation: Opportunities for cooperation in an evolving China STI system
Abstract
The proposed research project is innovative through its focus on developing an understanding of the nature, dynamics, priorities, and trends in science, technology and innovation (STI) cooperation China has with the European Union (EU) and the United States (US). China is becoming a significant player within the STI global community. The country’s STI system continues to evolve to meet China’s S&T needs and to place China at the global frontier. In 2016, China demonstrated its intention to invest in research facilities, especially in large modern facilities that are necessary for big science and fundamental new discoveries. Through analyzing the evolving China STI system and provincial/municipal priorities in the scope of fostering greater STI cooperation between EU-China and US-China, the ONR Global and US DoD in general will be better positioned to apply the findings to their benefit in building on established cooperation and creating more effective cooperation with the EU and China. This proactive research approach is important for the development of a better resourced and best-value international engagement strategy. The results of a research exercise will feed into a Forum that is a multi-level event, which will complement the high level strategic views of decision and policy-makers with the specific feedback and practical experience of researchers and private sector stakeholders developing collaborative work in specific STI areas that have been considered of strategic interest to the ONR Global. The main tangible outputs of the project will include a Preliminary Report (input to Forum), Forum Proceedings that will be shared with all stakeholders deemed relevant by the ONR Global, and a Project Report.
