Abstract

The Telecommunication and Information Technology sector in Vietnam has grownvery fast in the recent years, leading to a greater demand for highly qualifiedtechnicians and engineers. This demand poses new challenges for the Vietnameseresearch and higher education system in the information and communicationsfields, in which Hanoi University of Science and Technology (HUST) plays animportant role. In order for the Vietnamese research and education system to meetnew requirements in information and communications technology, there needs to bean improvement in research quality.Bearing that in mind, the First International Conference on Communications andElectronics (ICCE) was organized by HUST in 2006. Since then, the ICCE hasbecome a reputable bi-annual international conference series in the scientificcommunity, especially in the areas of Electronics and Communications. Theconference received highly-valued domestic and international feedback regarding theconference planning, quality, and application level. This time, the SeventhInternational Conference on Communications and Electronics 2018 (ICCE 2018 -http://www.icce-2018.org) will take place from July 18th to July 20th in 2018 in Hue,Vietnam and has several objectives:- To provide an open scientific forum for international scientists andresearchers to exchange ideas and information in the related professional fields.The conference will encourage scientists, especially Vietnamese young scientists, tocarry on their research and keep up with the state-of-the art technologies in the fieldsof electronics and communication engineering.- To initiate research collaboration between Vietnamese academic institutions andinstitutions in other countries, especially between Vietnam and US researchinstitutions. In this context, in June 2009 the Vietnamese Ministry of Science andTechnology hosted a workshop, sponsored by the Office of Naval Research, USto initiate and boost mutual collaborations between US and Vietnamese researchers.In that Workshop, some collaboration opportunities have been announced by the USpartner, such as exchange programs, support of international conferences and smallresearch projects.-To create future research cooperation and establish the relations between Asianand international research and education bodies, especially US researchinstitutions. The mobility in terms of people as well as research topics will bethe basis for a sustainable development of Vietnamese and Asian partnerinstitutions on the areas of electronics and communication engineering.The past ICCE conferences (ICCE 2010, ICCE 2012, ICCE 2014, ICCE2016) werefinancially co-sponsored by the Office of Naval Research Global (ONRG), the AirForce Office of Scientific Research, and the U. S. Army RDECOM. This time, ICCE2018 continues receiving strong support from US professional bodies. It is technicallysponsored by IEEE, IEEE Antenna and Propagation Society (APS), and IEEECommunications Society Vietnam Chapter, Photonics Society and The KoreanInstitute of Communications and Information Sciences. In addition, US professors andprofessionals will be playing an active role at ICCE 2018 by participating in theGeneral co-chairs, the Technical Program Committee and giving tutorials and keynotespeeches. Specifically, ICCE 2018 will receive a keynote speech from Dr. RandyGiles, Center for Advancement of Science in Space (NASA). Dr. Giles has beenrecognized by several prestigious institutions during his career. Notable awards include the Tyndall Award from the Optical Society in 2010, Laureate of the Millennium, Technology Prize in 2008, and the Discover Award in 2000 for the invention of theMEMS-based optical cross-connect switch. Also in ICCE 2010, Prof. Jan Van derSpiegel, University of Pennsylvania, USA will give a keynote speech in ???A Closed-loopBrain-Machine Interface: The Next Frontier???In fact, in our every past conference, we received around 252 submissions of whichwe accepted 31.34% for full papers.
