The International Workshop on 2D Crystals and Photonics

Abstract

Science Director Justification ....a. Technical: Convince me that this is innovative S&TThe effort hereby proposed is to organize the International Workshop on Two-Dimensional Crystals and Photonics (2DCP) at the Tbilisi State University in Tbilisi, the capital city of Georgia on September 9~14, 2019. This event is expected to gather internationally recognized leaders in the field, scientists and researchers, to present their talks about the most important latest developments in this new important research field. Topics will include but will not be limited to:(1) 2D Plasmonics and Metasurfaces;(2) Physics of Excitons in Low-Dimensional Semiconductors;(3) Polaritonics and Nonlinear Optics with Quantum Materials.The main objective of this Workshop is to get together the recognized leaders in the field to discuss the most critical technological advances, innovations, fundamental aspects and a broad range of applications, from chemistry and fabrication of nanomaterials to photonic and optoelectronic systems with new quantum materials of reduced dimensionality. The workshop will provide a unique platform for the leading experts to meet, share knowledge and establish collaborative ties in rapidly developing research fields such as Optoelectronics and Photonics, Quantum Materials, Metasurfaces and Ultrathin Films.b. Relevance: Why does ONR/NRE/DON care?2D crystals and photonics are considered novel, enabling technologies for quantum computing. Quantum information is a particularly important area of interest to the DoD with a Tri-Services project involving the Service Labs (AFRL, NRL, ARL) focused on developing novel technologies for quantum emitters and quantum information approaches.c. The following areas will also be considered as part of this section of the evaluation: a) the Offeror s capabilities, related experience, facilities, techniques or unique combinations of these which are integral factors for achieving the proposal objectives, and b) the qualifications, capabilities and experience of the proposed Principal Investigator (PI), team leader and key personnel who are" critical to achieving the proposal objectives.I am quoting the view of NRL subject matter expert Dr. Josh Caldwell:""Just to be" completely on open, I was invited to this conference, but couldn~t attend due to funding, so I was aware of it. With that said, this looks like it will be a great conference. Just a couple highlights:Baumberg is one of the leaders in plasmonics and a regular Keynote speaker as is Sasha Boltasseva (she is giving a keynote this week at the PQE conference I am going to). Shalaev is one of the original pioneers in nanophotonics and metamaterials and continues to be one of the preeminent researchers in this area.Misha Fogler is in my view one of the top theorists in the field of nanophotonics and I have worked with him a great deal.Pawel and Bondorov are also both great theorists and speakers at the Malta 2D materials conference.Kavokin, Hofling are also top researchers.
