Abstract
The overall scientific and technical merits of the proposal are sound and meet expectations. In particular, the degree of innovation is high (due to the relative small amount of work being conducted in this area), the soundness of the technical concept is high (due to external evaluation from NIWC ~ formerly SPAWAR ~ which judge it to be of critical need, based on the proposal), the offeror~s awareness of the state of the art is current (based on the review by NIWC), the understanding of the scope of the problem is high (based on discussion with NIWC Principal Investigator in the area), the significance and originality of the technical approach and effort needed to address/solve the problem is are all satisfactory (based upon the review and discussions with NIWC Principal Investigator), and the anticipated scientific impact within the field is high (based upon the discussions held with NIWC Principal investigator).
