Abstract
Real-time, operationally relevant information about the maritime domain of Chile is a pervasivechallenge and is needed to identify threats to Chiles security, safety, economy and environment.Due to the long coastline and limited resources, creative ideas employing multidisciplinarytechnologies are sought to significantly enhance maritime domain awareness at low cost. Weenvision the proposed challenge will provide a mechanism for multi-disciplinary teams to formand deliver an innovative prototype that demonstrates capability and will likely lead to creating aspin-off company and new products. This approach follows the highly successful Hacking forDefense (H4D) process used by the US Navy and the Office of Naval Research in collaborationwith Dr. Richard Carlin, Department Head for the Naval Accelerator.In late July 2020, the Chilean Navy will hold an H4D workshop with key stakeholders to developproblem statements related to maritime domain awareness. The challenge will be launched inearly October 2020 in a public virtual event. Teams from academia and industry will register asparticipants in the challenge and asked to develop a technology solution, which they will pitch toan evaluation panel in December 2020. The panel will select up to five teams to receive ~$12.5Kto develop a prototype demonstrating their concept. In late March 2021, the teams willdemonstrate their prototypes to the evaluation panel which will choose the winning project. Thewinning and runner-up teams will be awarded ~$50K and ~$40K respectively, to demonstratescale-up feasibility and enable potential start-up funding to further advance the development andproduct deployment.
