Abstract
The Telecommunication and Information Technology sector in Vietnam has grown very fast in the recent years, leading to a greater dem,and for highly qualified technicians and engineers. This demand poses new challenges for the Vietnamese research and higher educatio,n system in the information and communications fields, in which Hanoi University of Science and Technology (HUST) play,s an important role. For the Vietnamese research and education system to meet new requirements in information and c,echnology, there needs to be an improvement in research quality.Bearing that in mind, the First International Conference on Co,mmunications and Electronics (ICCE) was organized by HUST in 2006. Since then, the ICCE has become a reputable bi-annual internati,onal conference series in the scientific community, especially in the areas of Electronics and Communications. The conference receiv,ed highly valued domestic and international feedback regarding the conference planning, quality, and application level. This time, t,he Ninth International Conference on Communications and Electronics 2022 (ICCE 2022 - http://ieee-icce.org/) will take place from Ju,ly 27th to July 29th in 2022 in Nha Trang, Vietnam and has several objectives:?To provide an open forum for internationa,l scientists and researchers to exchange ideas. The conference will encourage scientists, especially Vietnamese young scientist,s, to carry on their research and keep up with the state-of-the art.?To initiate research collaboration between Vietnamese academic,institutions and institutions in other countries, especially between Vietnam and US research institutions. ?To create future, research cooperation and establish the relations between Asian and international research and education bodies, especia,lly US research institutions. The mobility in terms of people as well as research topics will be the basis for a sustainable,development ofVietnamese and Asian partner institutions on the areas of electronics and communication engineering.?To encourage Ph,D students to work harder to approach international standards by connecting the conference proceedings with some prestigious journal,sThe past ICCE conferences (ICCE 2010, ICCE 2012, ICCE 2014, 2016, 2018 and 2020) were financially co-sponsored by the Office of Nav,al Research Global (ONRG), the Air Force Office of Scientific Research (AOARD), and U. S. Army RDECOM that is now under the Combat C,apabilities Development Command (CCDC). This time, ICCE 2022 continues receiving strong support from US professional bodies. It is t,echnically sponsored by IEEE, IEEE Photonics Society, and IEEE Communications Society Vietnam Chapter. In addition, US professors wi,ll be playing an active role at ICCE 2020 by participating in the General co-chairs, the Technical Program Committee. In fact, in ou,r every past conference, we received around 300 submissions of which we accepted 45%. Theorganizers run a non-profit policy to finan,cially support many local young researchers to have chances to attend an international prestigious conference at low cost in our ver,y country. That policy in turn may make us run out of our budget to cover them all since the number of local participants is estimat,ed about 30%-40% of the total participants. We are, therefore, writing this proposal to ask for a financial support of the Office of, Naval Research Global (ONRG) and the Air Force Office of Scientific Research (AOARD), to help covering partly publication expenses,, and to assist in registration for local students and researcher.
