Partial Support for the Core Activities of the Board on Human-Systems Integration

Abstract

The Board on Human-Systems Integration (BOHSI) is a board of the Division of Behavioral and Social Sciences and Education (DBASSE) at the National Research Council (NRC), the operating arm of The National Academies. It is sponsored by a coordinated consortium of several federal agencies. The Army Research Laboratory (ARL) has been a leading member of this consortium since 1986. The BoardÕs purpose is to provide the Government with proactive and reactive policy advice based on a human-systems integration approach. Special activities are conducted at committee meetings and workshops on topics identified by sponsoring agencies. The National Academies is a private, non-profit organization that provides independent and impartial advice to Congress and the federal Government. It has been chartered by Congress to do so. Given the prestige of The National Academies, it is able to attract world-renowned experts to serve as volunteers on its boards and committees. The Committee on Human Factors was established in 1980 at the request of the Army, Navy, and Air Force. In 2008, the group was renamed the Committee on Human-Systems Integration to better reflect the broader applicability of human factors issues, including non-military and health systems. In 2010, after thirty years of outstanding work by its predecessors, the Committee was repositioned as the Board on Human-Systems Integration. Funding for the Board supports its planning meetings, studies and workshops, a small staff, and the costs of editing, publication, and report dissemination. The Board develops proposals and workshops in response to requests from sponsor representatives and other government agencies on topics that the Board believes are of long-term importance to the discipline and/or the nation. In every case, the Board provides guidance and oversight for the activities of its committees and workshop groups. The Board typically meets twice a year. This contract with ARL will enable representatives from ARL to attend BOHSI meetings and participate in discussions. The overall purposes of the meetings are to discuss cutting-edge areas of research with sponsors, to determine projects for BOHSI to undertake, to ensure that the HSI perspective is included in the federal agenda, and to coordinate work on study committees already underway under the auspices of BOHSI. The most recent meeting was the Spring 2016 meeting that was held April 20th-21st, 2016 at the National Academies Keck Center in Washington DC. During this period, we also conducted a public seminar on "Measures and Metrics of Human Performance" that was attended by ARL personnel, in addition to a wide range of other federal and non-federal entities. BOHSI is currently composed of 13 experts in a variety of scientific disciplines related to human-systems integration research and applications, with a plan to expand board membership during 2016. ARL s contract will provide partial support for two BOHSI meetings per year for a period of four calendar years (2015-2018), including support for Board member travel and staff work associated with the meetings. Staff work at the National Research Council will include arranging for travel of the experts, coordinating meeting agendas, generating background research material for discussions at each meeting as needed, taking detailed notes of the proceedings, and generating meeting summaries for the Board and its sponsors. Additionally, support will allow staff to provide greater visibility of the BoardÕs efforts at upcoming conferences.
