NUARI Technology Integration and Cyber Resilience Symposium
Abstract
The Army Cyber Institute (ACI) at the United States Military Academy (USMA) and the Norwich University Applied Research Institutes (NUARI) have worked together since January 2020 on investigating, designing, creating/building, and executing a Jack Voltaic series exercise that simulates a cyber-security event, specifically 3.0 and Pandemus, as part of an effort to create more resilient people, organizations, teams, and communities before, during and after a cyber-event. This third experiment in the Jack VoltaicÂȘ series will align with DEFENDER 2020 through the use a regionally-focused scenario where civilian infrastructure influences military deployment. Charleston, SC, and Savannah, GA, are key locations that support force projection and represent prime candidates for this iteration. By conducting Jack VoltaicÂȘ 3.0, both cities have an opportunity to rehearse, refine, and demonstrate their cyber response capabilities through multichannel partnerships. One of the fundamental initiatives of the Jack Voltaic series is to build capabilities, processes, and systems that will allow cities, states and other organizations to perform exercises on their own. As a results of the efforts to date, two key areas have been identified that will provide an opportunity to share and advance capabilities for delivering future Jack Voltaic exercises. Sharing the results of our executed research through a virtual symposium will provide others a working outline, framework, and concept to execute future exercises internal to their own organization. Additionally, identifying a scenario library that can be connected directly to the platform used to deliver the exercise is a future tool that will potentially facilitate more timely analytics as the number of participants, injects, questions & answers, chat, and email communications can be quite complex.
