Develop a Wideband Global Satellite Communications (WGS) surrogate payload for usage on a High Altitude Platform (HAP) with seamless transition to existing ground terminals by modifying existing solutions to support Network Modernization Capability Sets (CS) beginning with CS23 - Capacity & Resiliency.
