SMC Civilian Pay
Abstract
Space Systems Command (SSC) equips US and allied forces with operational space and missile systems, launch systems, and command and control infrastructure in support of global military and national security operations. SSC operates with over 6,300 people and an annual budget exceeding 6.4B providing joint warfighters navigation, communication, weather, warning, force application, and space control capabilities. SSC is authorized to employ approximately 1,897 civilian acquisition professionals providing the management, tools, and technical capabilities needed to oversee acquisition programs to include materiel solution analysis, technology development, engineering and manufacturing development, production and deployment, and operations and support. This funding does not include costs for base operating support civilian personnel supporting the Los Angeles Garrison at Los Angeles AFB. Funding SSC civilian payroll from the RDT&E appropriation provides program managers the flexibility to hire additional civilian personnel with program dollars versus additional contractors in concert with initiatives in response to the Defense Acquisition Workforce Improvement Act. This program element supports both civilian pay and non-pay support requirements. In FY 2024 258.969M was expended for civilian pay expenses in this program element; projection is sufficient due to FY23 carry-over. FY 2025 projection is 274.424M. The projection is sufficient based on End-Strength, premium pay, performance, awards, and projected hires.
