Abstract
The report is presented in the form of four papers, the first three of which deal with the theory of the time-average (i.e., normal) motions of the atmosphere, and the fourth dealing with the observed mean energetical properties of the 500-mb waves. In an appendix, an article dealing with the harmonic representation of surface topography is included. This article was not written under contract auspices, but is of great relevance to the overall program of the contract research (especially to the first two papers included in this report).
