Military Procurement in the Soviet Union

Abstract

The study examines the fundamental mechanics of Soviet military procurement. The study uses unclassified sources to outline, in basic terms, the USSR military-industrial complex and describes the power implications of such a system. Research sources include US Congressional reports, private correspondence with a former Soviet economist, economic texts, and various periodicals. The so-called Russian bureaucratic inefficiency is examined and found to differ in performance between the consumer and military marketplace.
