Illinois Waterway Risk Research Summary Report
Abstract
This report describes analytical risk research the USCG Research and Development Center (RDC) conducted with respect to Asian carp control measures that Federal government agencies may have considered, or are considering for implementation either in the vicinity of the electric dispersal barrier system (EDBS) in the Chicago Sanitary and Ship Canal (CSSC) or at Brandon Road Lock and Dam (BRLD) Navigation Project on the Des Plaines River, Joliet IL. The project completed a preliminary risk assessment of possible effects on marine safety and navigation safety due to proposed control measures at BRLD that provided the Coast Guard Operational Commander evaluative input for the U. S. Army Corps of Engineers (USACE) Tentatively Selected Plan submittal. The input provided to the Operational Commander considered commercial and recreational vessel operations and activities and how a range of control measures might affect the safety of waterway activities or those activities that occur on the adjacent river and approach channel banks. This report includes (1) a review of the BRLD Preliminary Marine Safety Risk Assessment, (2) analysis of commercial and recreational vessel activity in the vicinity of BRLD, (3) methodology to apply an invasive species control-measure risk model, and (4) guidance on how to test control-measure safety.
