Understanding the Impact of Low Water Flows on Sewer Systems and Wastewater Treatment Plants-NESDI #518
Abstract
This report documents an assessment of the impacts of reductions in drinking water consumption on Navy wastewater collection and treatment systems. Available data on wastewater systems and Clean Water Act compliance Notices of Violation (NOVs) were analyzed at the regional and installation level in an effort to elucidate long term trends and wastewater system vulnerability. EXWC personnel completed site visits to specific Navy installations to assess how utility managers are dealing with the impacts of declining flows in wastewater systems. Key issues were identified and potential solutions provided. The project team found that the issues impacting wastewater infrastructure are mainly linked to aging systems or poorly designed systems and management of these systems, rather than declining flows. While low flow issues can lead to quality issues, the overarching wastewater infrastructure degradation is a combination of factors including: poor system design, lack of maintenance and timely upgrades, personnel and staffing issues, dated and aging infrastructure.
