No Room for Maneuver: The Reduction of Maneuver Warfare from Cognitive Approach to Physical Concept in Marine Corps Doctrine, Discourse, and Education

Abstract

With the Publication of Fleet Marine Forces Manual 1 (FMFM-1) Warfighting in 1989, which largely borrowed ideas fromretired Air Force Colonel John Boyd, the Marine Corps adopted maneuver warfare as its philosophical doctrine. FMFM-1intended to change the way Marines thought about war. Vigorous discourse in the pages of the Marine Corps Gazette anda deliberate educational effort aided in the initial understanding of maneuver warfare. Over time the discourse andeducational efforts waned and institution developed a misunderstanding of maneuver warfare, reducing it from a cognitiveapproach to a physical concept in action. It is time to correct this misunderstanding.
