Adaptation: Balancing Readiness and Force Modernization to Compete in the 21st Century

Abstract

To ensure the current and future force can compete in future warfare requires the Force Development process to adapt faster to the needs of the warfighter. Maintaining the proper balance between readiness and force modernization while capitalizing on the strengths of the Department of Defense bureaucracies and adhocracies can deliver sustainable options and outcomes for policymakers.
