Denying the Adversary's Capability to Level the Playing Field: Critical Policy Changes to Harden, Protect, and Shelter Maneuver Assets Against an Electromagnetic Pulse
Abstract
American success in past conflicts has relied on the superiority of US technology on the battlefield. However, this superiority is now challenged. According to a Defense Science Board (DSB) Report from August 2011 and the 2004 Executive Report to Congress from the Commission access the Threat to the United States from Electromagnetic Pulse Attack, the U.S. tactical forces potential lack of resiliency to electromagnetic pulse (EMP) is a consequence of many factors.
