How the Human Domain Shapes Information Operations: Bridging the Gap Between Information Operations and Cultural Expertise in the Army and the Marine Corps

Abstract

Information Operations (IO) officers require cultural expertise to effectively influence a target audience. It is essential that culture is well understood by decision makers, IO officers, and regional experts to excel in cross cultural environments, build alliances and collaborative networks, and understand how joint, coalition, and non-state actors interact and change over time. Leveraging this knowledge requires expertise beyond a single Military Occupational Specialty; IO officers are not equipped to execute their mission without cultural input. As the Marine Corps looks to expand IO, the organization should look at the Army model to adopt best practices while avoiding costly pitfalls. Recommendations outline possible solutions to the gap between IO and cultural experts to best leverage these talented officers within our organizations.
