Abstract

It is the purpose of this appendix (1) to present facts and findings of extensive studies on existing needs and uses of water, (2) to analyze and project the needs for water in the years 1980, 2000, and 2020, and (3) to set forth needs for associated changes in land use. In general, the needs for water are expressed in diversion requirements, and in consumptive use. In most instances, much of the water diverted is returned to streams and is available for reuse; therefore, diversion or farm-delivery requirements cannot be added in order to obtain any meaningful total figure. Also, some uses are complementary, or overlapping in effect. As an example, water supplied to meet navigation requirements is also available to help fulfill the requirements of municipalities, industry, quality control, fish and wildlife, and for recreation. Return flows from irrigation developments can be used to meet or serve other functions.
