Development of a Security Assistance Manpower Accounting System (SAMAS).

Abstract

A system has been designed for the military departments and the defense agencies to account for and report all full- and part-time DoD manpower engaged in security assistance (Foreign Military Sales and Military Assistance Program). The system is called the Security Assistance Manpower Accounting System (SAMAS). The report deals primarily with considerations and issues involved in the development of SAMAS. A draft of the Department of Defense Instruction which implements SAMAS is included. The report also contains recommendations for changing the DoD program element structure and for developing a methodology to improve forecasts of FMS manpower.
