Study to Improve the Resource Requirement Request (RRR) Process in the NAVEDTRACOM.

Abstract

The purpose of this study was to analyze the current Resource Requirement Request (RRR) process and make recommendations for its improvement. The RRR is the mechanism by which the Chief of Naval Education and Training (CNET) obtains funding for resource requirements. A major problem identified by CNET was the late submission of RRRs. Program Objective Memorandum (POM)-80 RRRs and documents giving guidance for their preparation and submission were studied. Staffing of RRR increments and decrements was examined at CNET and the Chief of Naval Technical Training (CNTECHTRA). The following recommendations are proposed for the solution of this problem: (1) Adoption of an ADP system to facilitate the communication, storage, and updating of RRR information; (2) Distribution of new formats well before the RRR call and the establishment of a submission cutoff deadline; (3) Timely submission of RRRs as requirements are identified throughout the year. RRRs which fail to meet the current year deadline are to be submitted with following year's POM; and (4) Staffing: Use of parallel rather than serial staffing whenever possible and Eliminate duplicate staffing through both CNET and the functional commands.
