Emergency Disaster Preparedness in Los Angeles County: A Multi-Jurisdictional Dilemma.

Abstract

This study addresses developing a management and planning system for emergency preparedness in the multi-jurisdictional setting of Los Angeles County. The study focuses on the management level of participation in the planning process and the development of methodology for a test cluster of cities to address emergency preparedness. Study recommendations address developing appropriate mechanisms for countywide planning, creation of a policy making structure and development of a specific policy for emergency preparedness.
