Abstract

Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in poor condition. The size classification of the facility is small and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) ranges between the 1/2-PMF (Probable Maximum Flood) and PMF. Since the dam is near the lower end of the small size classification range and because of the lack of extensive downstream development, the SDF for this facility is considered to be the 1/2-PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store only about 20 percent of the PMF prior to dam overtopping. a breach analysis indicates that failure under 1/2-PMF conditions would probably not lead to increased property damage or loss of life at existing residences. Thus, based on the screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. The facility was phased out of operation in 1965 and has since not been subject to a schedule of routine maintenance. Since the facility no longer serves its original purpose (water supply) and in essence, has been abandoned, it is recommended that the owner dismantle the embankment in accordance with PennDER, Division of Dam Safety, regulations.
