Abstract

This report provides information and analysis on the physical condition of the dam as of the report date. Information and analysis are based on visual inspection of the dam by the performing organization. Examination of available documents and a visual inspection of the dam did not reveal conditions which constitute an immediate hazard to human life or property. However, the dam has some deficiencies which need to be evaluated and remedied. Using the Corps of Engineers' Screening Criteria for initial review of spillway adequacy, it has been determined that the dam would be overtopped by all storms exceeding 36% of the Probable Maximum Flood (PMF) inflows. However, a flood wave analysis indicates that the water surface levels downstream of the dam would be approximately the same under a given storm regardless of whether or not the dam breaches. Since the spillway does not have sufficient capacity to pass the outflows from one half the PMF and breaching of the dam does not substantially increase the hazard to downstream residents from conditions which would occur just prior to dam breaching, the spillway is adjudged as inadequate. The structural stability analysis performed for this dam indicates that for severe conditions (ice loading, water surface at top of dam) that the stability of the service spillway weir is questionable. Further investigation of the stability of this section is required.
