Manpower, Personnel, and Training Requirements for Materiel System Acquisitions

Abstract

The Assistant Secretary of Defense, Manpower, Reserve Affairs, and LOgistics has expressed concern over anticipated manpower needs for new materiel systems. DOD has revised review procedures and now requires detailed manpower planning information for the various stages of system review. This report analyzes the Army LCSMM process to determine its adequacy to develop manpower information. It concludes that the written process is sound but there are deficiencies in the system that require further study.
