Guidelines for Managing the Flow of Information in an Automated Battlefield Command and Control System

Abstract

This report documents research directed towards the development and evaluation of guidelines for Standing Operating Procedures (SOP) for managing information flow in automated battlefield command and control systems. This research was performed during the second phase of a project to develop information management concepts and procedures for tactical operations systems. Three stages of SOP guideline development are discussed: (a) identifying critical problems; (b) developing candidate management procedures to address the critical problems; and (c) evaluating the efficacy and side effects of the candidate procedures.
