Should Promotion to Captain within the United States Army Become Decentralized?
Abstract
This thesis analyzes the current policy for promotion to Captain in the United States Army under the centralized process at Department of the Army (DA) level in accordance with DA Pam 600-3. The study of CPTs promotions contained in this thesis is limited to the current active duty promotion system for commissioned officers. The intent of this study is to determine whether or not the CPTs Promotion Process should remain centralized at Department of the Army level or become decentralized down at the individual's unit commanders level in the field. Several implications for change are discussed. This study also looks at the promotion process as it relates to the Future Army Regimental system that has been approved in principal by the Army Chief of Staff, General Edward C. Meyers. (Author)
