Industrialized Building System/Two-Step Procurement Pilot Projects: Three Case Studies.

Abstract

To reduce the cost and construction time of military facilities, the Office of the Chief of Engineers (OCE) initiated a program to verify the applicability of industrialized building systems in military construction. Three projects from the FY82 Military Construction, Army (MCA) program were selected to model this program, which is a 'design/build' approach called the 'Two-Step Formal Advertising' procurement method. The U.S. Army Construction Engineering Research Laboratory (USA-CREL) was asked to report the results of such a program developed by OCE, To do this, USA-CREL monitored these three projects' development and interviewed personnel involved in each phase of construction through occupancy. Results indicate that the Two-Step Formal Advertising procurement is a valid alternative approach under a variety of applications. The projects are: Fort Drum Battalion Headquarters and Classroom; Fort Benjamin Harrison Physical Fitness Center; Fort Stewart Fire Station.
