Abstract

This volume contains justification material supporting the President's Fiscal Year 1987 Budget Presentation to Congress. The military personnel, Navy (MPN) appropriation provides resources to compensate active military personnel required to man the approved force structure. In addition to the force structure, the appropriation also provides for personnel in th individuals account; students, trainees, transients, midshipmen, and holdees (which includes patients, prisoners and separatees). The major management objectives used in developing the manpowe program, which is the basis for computing the appropriation request, are as follows: A) Provide an active navy military component, as a part of the total force, able to meet national security objectives; B) Adequately man the approved force structure with properly trained personnel, while reducing the individuals account to the lowest practicable level; C) Program to attain required force structure with emphasis on retention as the main means of achieving manpower of the proper quality and quantity to conduct the Navy's mission; D) Improve the quality of work and life in the Navy; E) Improve utilization and career enhancement of women; and F) Achieve and maintain the officer and enlisted grade stucture necessary to support force structure requirements while meeting personnel management goals.
