STARC (State Area Command): Key to Readiness and Mobilization of the Army National Guard.

Abstract

The Total Army policy has significantly changed the role of the Army National Guard (ARNG) in support of our country's national security objectives and our national defense policies. The basic issues are: identifying the ARNG organizaiton that serves as the focal point for training and mobilization readiness; understand the complexity of missions and varied responsibilities of this organization; and highlight problem areas that require continued emphasis. Information was gathered using a literature search and personal interviews with mobilization planners and force structure experts. The need for a state organization to command and control ARNG units as well as the functions and responsibilites of the State Area Command (STARC) was reviewed.
