C3 EVAL Model Development and Test. Volume 1. Overview.

Abstract

This is an interim report on the extension and development of the C3 EVAL model. The model is to permit assessment of the effects on combat of changes in command and control processes and communications network structure and capacity. The model has had a partial pre-processor added to assist possible analyst/model users to input data and a post-processor to provide graphic display of some outputs. The command structure includes the Central European command nodes from division to SHAPE for U.S. forces. The nodes have had input and output limits added to permit representation of degraded operation as under attack or when the unit is moving. The corps level force allocation procedure has been improved. Some processes have been randomized. The corps operated on information different from that available at the division or combat unit due to time delays, randomness, and scenario inputs. The impact of changes in the C3 system can be seen in changes in weapon losses, non-arrival of close air support, and messages delays/lost as well as other operations related elements.
