Army Installation Management: Reconsidering Our Options

Abstract

The objectives of this study were to discover possible reasons for the Army's inaction on consistent recommendations for improvement in installation management and to offer alternatives more in consonance with Army culture and values. To do this, the author reviewed major studies conducted by and for the Army over the past twenty years, synopsized their findings and recommendations, and discussed the most significant changes the Army has adopted in garrison operations. This analysis concludes that the Army would best be served by placing more military personnel into base operations and by creating a military career path acknowledging the complexity and readiness implications of garrison command and installation management. Further, the author recommends that the Army abandon, or significantly alter, plans for using civilian city managers, and that subordinate staff directors be empowered to execute the responsibilities properly theirs. Finally, the study analyzes the reaffirms the need for installation management doctrine.
