Mapping Missions Onto C3 Organizations: Incorporating the Goal Dimension in IAT

Abstract

Previous work on Integrated Analysis Techniques (IAT) for C3 system representation, analysis, and design developed a representation framework consisting of the four dimensions of process, resource, organization, and goal; introduced stochastic, timed, attributed Petri nets (STAPNs) as an appropriate mathematical modeling construct; and developed tools and techniques to incorporate three of the IAT dimensions (process, resource, and organization) into that construct. In this report we address the remaining goal dimension of IAT. Specifically, we view the goal of the system as consisting of subgoals associated with processes performed by resources within the system. The goal for each process has two subgoals: accuracy and timeliness. The accuracy component for each process is met by stipulating the amount of time the various capable resources will require to complete the process leaving the remaining goal of timeliness free. To address this, we introduce Mapper, a prototype tool that maps the processes onto the capable resources in such a way as to minimize the completion time of the last process in a mission, and also illustrate a modeling and sensitivity analysis technique using Petri nets.
