Ports Needs Study (Vessel Traffic Services Benefits). Volume 1: Study Report.
Abstract
This study documents the benefits and costs of potential U.S. Coast Guard Vessel Traffic Services (VTS) in selected U.S. deep draft ports on the coastal regions of the Atlantic Ocean, Pacific Ocean and the Mexico Gulf. Volume I is the maine document covering all aspects of the input data, analysis methods, and results. The focus of Volume I is presentation of information across all 23 study zones concurrently. Partial contents include the following: (1) Vessel casualties; (2) Forecasting future vessel casualties; (3) Vessel traffic; (4) Risk assessment; (5) Sensitivity analysis; (6) Commercial cargo vessel traffic; (7) Commercial passenger vessel traffic; (8) Major causes of addressable vessel casualties; (9) Forecasting vessel casualties and their consequences; (10) Vessel damage and repair costs; (11) Decrease in tourism and recreational use and in property value of shoreline and harbor due to spills of hazardous commodities; (12) Cleanup costs for spills of petroleum, products and other hazardous commodities; (13) Radar technology in VTS; (14) Ancillary surveillance technologies; and (15) Life cycle costs and benefits.
