Recommendations for Creating a Resource Management System to Support the Colombian Army in a New Environment

Abstract

The indiscriminate violence that has plagued Colombia for the last 50 years, together with other secondary factors have committed the Colombian Army to a continuous war of attrition inhibiting its ability to modernize and be ready for the challenges brought about by the new world order. One of the arguments that support this thesis is the inadequate resource management system that is manifested by its inability to blend operational and logistical systems, and the disjointedness of the planning, programming, and budgeting process. This study sustains that now is the opportune time for the Colombian Military to lead their own change process by instituting a new resource management system. The suggested mechanism should facilitate the translation of national objectives and strategy, strategy and military operations planning,
