Pollution Prevention Plan for the NSSN Program.

Abstract

Environmental public policy and Navy regulation such as The Pollution Prevention Act of 1990, Executive Order 12856, and OPNAVINST 4110.2 mandate efforts to prevent pollution through source reduction. These requirements will require the systems acquisition process to implement pollution prevention as an integral component. This plan meets OPNAVINST 4110.2/OPNAVINST 4110.2A(Draft) requirements for a Hazardous Material Control & Management (HMC&M) Plan or System Pollution Prevention Plan for the acquisition of the New Attack Submarine (NSSN). The Pollution Prevention Plan for the NSSN includes information on integrating pollution prevention into the systems engineering process and documenting and assessing progress. Pollution prevention actions and HMC&M actions are documented in the Programmatic Environmental Analysis (PEA). Progress in the program assessed through the metrics of reduced releases to the environment and reduced life cycle costs versus the baseline of previous submarine classes. jg
