The United Nations and Peace Operations in El Salvador

Abstract

This document presents an historical overview of the Salvadoran contra-insurgency war and the key role of the United Nations, which supported the legal framework to develop peace operations in order to keep the peace, security and the stability in this country. The Salvadorian conflict, has been a special case in peacekeeping operations. The peace, stability and security in the Central American region was affected by many factors like differences of class, military regiment, polarization of the society, extreme poverty, etc, but especially by the cold war rivalry between the US and the USSR. The role played by the UN during and after this conflict was exceptional. After many interventions and mediations between the parties in the conflict, and after a long period of deep reforms of the main state institutions, a democratic reality was created in Salvadorian society. This case is important because the UN took an active role from the beginning to the end. In trying to solve the differences between the Salvadorian government and the contra insurgencies groups. Throughout the conflict, the Peace Process and the peacekeeping operation, the necessary conditions were created for a new democratic system, which reflected the changing roles of the major actors of Salvadorian society into the social, political, and military arenas.
