The Decision Maker's Guide to Robust, Reliable and Inexpensive Access to Space

Abstract

The principal barriers to unconstrained civil, military, and commercial exploitation of space are the high cost and elevated risk associated with access to low-earth-orbit and beyond. The road ahead remains clouded and ambiguous despite thirty years of trying. This paper is intended to empower senior level decision-makers with the insight and objectivity needed to ask tough, probing questions, as well as provide a course of action that illuminates a path toward truly robust, reliable, and inexpensive space access (R sub 2 ISA) for the 21st Century.
