Abstract

The Department of Defense's Operation and Maintenance (O&M) programs underpin the military readiness of the United States. America's military must be capable of responding effectively to crises in order: (1) to protect our national interest; (2) to demonstrate U.S. resolve; and (3) to reaffirm the role of the United States as a global leader. The U.S. forces must be able to execute the full spectrum of military operations--form deterring aggression and coercion, to conducting concurrent smaller scale contingency operations, to fighting and winning major theater wars. To fulfill these roles, U.S. forces must be prepared and ready to execute their combat missions decisively. Resources dedicated to O&M reflect the Department's commitment to readiness. The Department's first-to-fight forces are the best in the world.
