Abstract

This project assessment was initiated based on an official request by the Gulf Region Division Facilities and Transportation Sector representatives. The overall objectives were to determine whether completed projects complied with the terms of their contracts and task orders and to evaluate the effectiveness of the monitoring and controls exercised by administrative quality assurance and contract officers. We conducted this project assessment in accordance with the Quality Standards for Inspections issued by the President s Council on Integrity and Efficiency. The assessment team included two engineers/inspectors and three auditors/inspectors. The overall objective of the project was to fully renovate the Civil Defense Headquarters and other buildings on the site to become a fully operational and usable facility.
