Abstract

This project assessment was initiated as part of SIGIR's continuing assessments of selected reconstruction activities for the security and justice sector. The overall objectives were to determine whether selected sector reconstruction contractors were complying with the terms of their contracts or task orders and to evaluate the effectiveness of the monitoring and controls exercised by administrative quality assurance and contract officers.
