Department of Defense Chemical and Biological Defense Programs. Annual Report to Congress 2007

Abstract

The Chemical and Biological Defense Program (CBDP) provides U.S. forces the best capability and support in the world. The CBDP is a key component of national and defense strategies aimed at defending the nation from the hostile use of weapons of mass destruction (WMD) - particularly chemical and biological (CB) weapons - against U.S. citizens, military forces, friends, and allies. The CBDP seeks to ensure that Department of Defense (DoD) operations are unconstrained by chemical and/or biological effects by providing CB defense capabilities to build readiness for current and future challenges. This annual report of the Department of Defense Chemical and Biological Defense Program describes how the Department is executing the CBDP and provides the context for a management framework that seeks to identify and balance investment priorities against risks over time. The report provides detailed information and assessments regarding: (1) the overall readiness of the armed forces to fight in a CB warfare environment, along with efforts undertaken and ongoing plans to improve such readiness; and (2) the requirements for the CBDP, including requirements for training, detection, protective equipment, decontamination equipment, medical prophylaxis, and treatment of casualties resulting from the use of CB weapons.
