ISAF COIN Advisory and Assistance Team (CAAT)
Abstract
This presentation is from the Counterinsurgency Leaders' Workshop, which was held at the Battle Command Training Facility in Fort Leavenworth, Kansas, on 27-29 October 2009. The presentation addresses the following problems in the theater of operations in Afghanistan: (1) units arrive in theater at different levels of COIN training and expertise; (2) there is insufficient or no unity of effort for COIN from Regional Command to Regional Command, between civilians and military personnel, and among NATO allies; and (3) there is inadequate visibility for the Commander, International Security Assistance Force (COMISAF), on the implementation of COIN best practices. The Counterinsurgency Advisory and Assistance Team (CAAT) was created to address these problems. The CAAT's mission is to assist commanders in integrating all aspects of COIN operations. Its purpose is to assist Commanders, identify trends, and disseminate lessons learned to facilitate ISAF organizational and cultural change. The CAAT's key tasks are to understand how COMISAF intent is being operationalized in each Regional Command, provide a review of staffing processes that advance or impede COIN efforts, identify best COIN practices and disseminate them throughout the theater of operations and the national training bases, establish consistent collaboration with the national training bases and institutions to maintain relevancy regarding current theater trends, enhance situational awareness/understanding of ISAF COIN efforts in cooperation with AFGHAN partners, and facilitate unity of effort through a fully integrated civilian-military team that leverages a combined approach to COIN and builds Afghan capacity. The end state will be a combined Afghan and ISAF team conducting effective COIN operations across all lines of effort.
