Specifically, the Special Inspector General for Iraq Reconstruction determined whether the project was operating at the capacity stated in the original contract. To accomplish the objective, the Special Inspector General for Iraq Reconstruction determined if the project was at full capability or capacity when accepted by the United States government, when transferred to Iraqi operators, and during the site inspection on 19 September 2007.
