U.S. Army Corps of Engineers, Civil Works, Vicksburg, Generally Met the Recovery Act Requirements

Abstract

We conducted this performance audit from December 2009 through December 2010 in accordance with generally accepted government auditing standards. Those standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions. We believe that the evidence obtained provides a reasonable basis for our conclusions based on our audit objectives. To accomplish our objective, we audited the planning, funding, initial execution, and tracking and reporting of Recovery Act projects to determine whether efforts of USACE Vicksburg complied with Recovery Act requirements, OMB's guidance, the FAR, and DoD implementing guidance. Specifically, we determined whether: (1) the selected projects were adequately planned to ensure the appropriate use of Recovery Act funds (Planning); (2) funds were awarded and distributed in a prompt, fair, and reasonable manner (Funding); (3) contracts contained required Recovery Act FAR clauses (Initial Execution); and (4) USACE Vicksburg had procedures in place to track and report Recovery Act projects and to ensure that contractors properly tracked and reported required information in accordance with OMB guidance (Tracking and Reporting).
